Prohibits Ohio residents from being required to obtain or maintain individual health insurance policies, except when ordered by a court or government entity in a judicial or administrative proceeding.

Protects Ohio residents from penalties, assessments, fees, or fines for failing to obtain or maintain health insurance coverage.

Requires the Ohio Attorney General to seek injunctive relief if any federal, state, or local government entity enacts laws or regulations that violate these prohibitions.

Exempts individuals who voluntarily apply for Medicaid or the Children's Health Insurance Program from the prohibition.

Exempts students required by institutions of higher education to maintain health insurance as a condition of enrollment from the prohibition.
