Urges Congress to enact legislation prohibiting the Environmental Protection Agency from regulating greenhouse gas emissions, including through defunding EPA's greenhouse gas regulatory activities.

Requests Congress impose a two-year moratorium on new air quality regulations except those addressing imminent health or environmental emergencies, including through defunding EPA's air quality regulatory activities.

Calls on the Obama Administration to conduct a comprehensive study and report to Congress identifying all planned EPA regulatory activities related to climate change and air quality, along with cumulative economic impact analysis including effects on job creation and competitiveness.

Expresses concern that proposed EPA air quality and greenhouse gas regulations threaten economic recovery, job growth, and global competitiveness during the post-recession period.

Directs the House Clerk to transmit the resolution to the President, EPA Administrator, Congress, Ohio's Congressional delegation, and Ohio news media.
