Urges Congress to pass the "Short Sea Shipping Act of 2011" (H.R. 1533), sponsored by Representatives Pat Tiberi (R-OH), Steven C. LaTourette (R-OH), and Brian Higgins (D-NY).

Exempts commercial cargo from the federal Harbor Maintenance Tax when transported between U.S. mainland ports via coastal or river routes, or between U.S. and Canadian ports on the Great Lakes-St. Lawrence Seaway System.

Argues that removing the Harbor Maintenance Tax burden would make maritime transport more economically competitive compared to road and highway transportation.

Identifies maritime shipping benefits including reduced fuel consumption, decreased road traffic congestion, lower pollution emissions, and potential for job creation and economic growth in the Great Lakes region.

Directs the Clerk of the House to transmit copies of the resolution to U.S. House and Senate leadership, the President, Ohio's Congressional delegation, and Ohio news media.
