Requests Congress to reauthorize the Health Coverage Tax Credit (HCTC) at 80 percent coverage of health premiums until July 1, 2012, as the enhanced rate from the American Recovery and Reinvestment Act of 2009 was set to expire February 12, 2011.

Urges Congress to continue the monthly reimbursement program until July 1, 2012, and make the qualified family members program permanent by removing the 24-month time limit for pre-Medicare eligible family members.

Seeks permanent status for Voluntary Employee Beneficiary Associations (VEBAs) created during the authorized time frame to remain HCTC-qualified for the duration of the VEBA's existence.

Acknowledges the HCTC enhancements have provided critical support to approximately 12,000 Delphi retirees in Dayton and Warren, Ohio, as well as retired Delta pilots who lost health coverage through pension plan changes.
