• Urges the President to direct the Secretary of Health and Human Services to rescind the August 2011 interim final rule requiring religious employers to include contraceptive services (including abortion-inducing drugs) in health insurance plans.

• Requests the rule be rescinded because it violates religious employers' conscience and religious beliefs, requiring compliance by August 1, 2013.

• Urges Congress to enact the "Respect for Rights of Conscience Act" (H.R. 1179 and S. 1467) to prohibit health plans from requiring health care providers to provide, participate in, or refer for services contrary to their religious beliefs or moral convictions.

• Asserts the rule departs from long-standing federal policy exempting individuals and organizations from participating in health services that violate their religious beliefs or moral convictions.

• Directs the House Clerk to transmit copies of the resolution to the President, Secretary of Health and Human Services, Congress, Ohio's Congressional delegation, and Ohio news media.
