Designates Central State University as Ohio's 1890 land grant university under the Second Morrill Act of 1890

Requests that the United States Congress pass legislation and the Department of Agriculture take steps to officially recognize the designation and provide all associated benefits

Notes that Central State University is Ohio's only public historically Black college or university and successor to the Combined Normal and Industrial Department of Wilberforce University established in 1887

Directs the House Clerk to transmit the resolution to the U.S. Department of Agriculture and congressional leaders in both chambers
