Urges the U.S. Congress to establish a Place of Remembrance at Arlington National Cemetery for interment of cremated fragments of Armed Forces members' remains.

Acknowledges that the Air Force dumped incinerated partial remains of at least 274 U.S. Armed Forces members in a Virginia landfill between 2004 and 2008.

Notes that additional unidentified remains fragments that could not undergo DNA testing due to severe burning or explosion damage were disposed of in the same manner.

Affirms that fallen service members deserve dignified final resting places rather than landfill disposal.

Directs the Ohio House Clerk to transmit copies of the resolution to the President, Congress, Ohio's Congressional delegation, and Ohio news media.
