Proposes to amend Article XI of the Ohio Constitution to create a seven-member Ohio Redistricting Commission responsible for redistricting congressional and General Assembly districts, replacing the previous apportionment process.

Commission composition includes the governor, auditor of state, secretary of state, speaker of the house, president of the senate, and one legislative leader from each major party not holding those leadership positions.

Establishes a Redistricting Information Services Office to provide census data, mapping services, and public resources for redistricting plan development and public participation.

Requires commission plans to comply with federal and state constitutional provisions, maintain district compactness and contiguity, maximize competitive districts, and minimize political subdivision splits, with adoption requiring five votes including at least two from the minority party.

If the commission fails to adopt plans within 20 weeks of census release, party leaders submit competing plans to the ballot for voter approval, with nonpartisan primaries conducted during the redistricting decade; amendment takes effect January 1, 2019.
