H.R. 13 - House Rules for 129th General Assembly

• Adopts procedural rules for the Ohio House of Representatives during the 129th General Assembly (2011-2012).

• Reorganizes standing committees from 27 to 17 committees, renaming and consolidating several committees including combining elections and ethics functions with state government, and creating new focus areas like "Economic and Small Business Development."

• Establishes a Finance and Appropriations Committee with five standing subcommittees covering primary/secondary education, higher education, transportation, health and human services, and agriculture.

• Creates a new Chief Administrative Officer position to oversee House administrative operations, replacing previous clerk functions while maintaining a Clerk position for legislative duties.

• Requires majority party member presence for conducting House and committee business, and specifies that conference committee reports carrying appropriations must lay over two calendar days before consideration.
