Honors Richard H. Collins for the dedication of the Findlay Post of the Ohio State Highway Patrol in his name on November 16, 2012.

Recognizes Collins' 31-year career with the Ohio State Highway Patrol beginning as a cadet dispatcher at Marion Post in 1978 and graduating from the academy in 1980.

Acknowledges Collins' advancement to the rank of colonel and his service in multiple positions including trooper, assistant commander, commander, staff lieutenant, and superintendent roles across various posts and districts.

Commends Collins' post-retirement service as sergeant-at-arms for the Ohio House Speaker and his active involvement with the Ohio State Highway Patrol Retirees Association and Trooper to Trooper organization.

Directs the Clerk of the House of Representatives to transmit an authenticated copy of the resolution to Richard H. Collins.
