Honors the memory of the Honorable Francis E. Sweeney, Sr., who served as a justice of the Ohio Supreme Court from 1992 to 2004.

Recognizes Sweeney's additional service as judge of the Eighth District Court of Appeals and the Cuyahoga County Common Pleas Court, and as an assistant prosecuting attorney for Cuyahoga County.

Acknowledges Sweeney's military service as a U.S. Army veteran and his prior career as a professional football player and Allstate Insurance Company employee.

Directs the Clerk of the House of Representatives to transmit an authenticated copy of the resolution to Sweeney's family, including his wife Lee, three children (Susan, Francis, and John), and six grandchildren.
