Requires the boards of trustees of Northeastern Ohio Universities College of Medicine and Cleveland State University, in consultation with the Ohio Board of Regents chancellor, to adopt a plan within one year to establish an academic campus at Cleveland State University.

Plan must require that Cleveland State University students enrolled in the college of medicine receive at least 50% of their academic and clinical training at the Cleveland State University campus location.

Plan must include a funding plan detailing costs for which each institution is responsible and a timeline with a deadline for establishing the academic campus.

Boards of trustees must submit the final plan to the General Assembly upon adoption by both boards.

General Assembly intends that funds allocated to Northeastern Ohio Universities College of Medicine in fiscal years 2012-2013 support medical instruction for 35 students at Cleveland State University.
