Creates the Ohio Health Care Plan as a universal, single-payer health care system administered by a new Ohio Health Care Agency under direction of an Ohio Health Care Board with 15 voting members (director of health plus 14 representatives elected by regional health advisory committees).

Provides comprehensive health care coverage to all Ohio residents and workers, including preventive care, emergency services, prescription drugs, dental care, vision care, mental health services, and rehabilitation services with no copayments or deductibles.

Establishes funding through employer payroll taxes (not exceeding 3.85% in year one), business gross receipts taxes (not exceeding 3% in year one), income taxes on high earners, and federal funds from Medicare, Medicaid, and CHIP programs.

Creates seven regional health advisory committees to oversee consumer and provider complaints, manage disputes, and elect board members; establishes technical and medical advisory board to guide policy on medical standards and quality assurance.

Implements cost control measures including administrative cost limits (5% of budget), capital investment oversight, and provider budget controls while prohibiting limitations on emergency care or medically necessary treatment.
