Amends section 3704.14 of the Revised Code to extend the deadline for motor vehicle inspection and maintenance programs from June 30, 2009 to June 30, 2011, with contract extension authority through June 30, 2015 and renewal option through June 30, 2017.

Limits initial program implementation to the seven counties where the program is already operating on the effective date of this amendment, rather than all federally mandated counties.

Authorizes a decentralized motor vehicle inspection and maintenance program that allows existing auto repair facilities to operate as licensed inspection and waiver testing facilities to increase local business participation and testing location convenience.

Establishes requirements for the program including BAR-97 certified tailpipe emissions analyzers, on-board diagnostic testing equipment, and achievement of substantially similar ozone precursor reductions compared to the previous centralized program.

Creates the auto emissions test fund to finance the program and prohibits use of fund money for dealer inspection costs or payment for more than one free passing emissions inspection or three total inspections per vehicle in any 365-day period.
