Applies to water-works companies serving 15,000+ customers in Ohio, sewage disposal system companies serving 15,000+ customers in Ohio, or combined water-works and sewage disposal companies serving 15,000+ total customers in Ohio

Limits recovery of rate-case expenses under section 4909.18 applications to no more than 50% of total expenses incurred, including fees for attorneys, consultants, witnesses, employees, and costs for studies related to rate establishment or change

Prohibits recovery of any rate-case expenses for applications filed under sections 4909.16, 4909.171, 4909.172, or any other ratemaking mechanism established after the effective date of this section

Defines "rate-case expenses" to include compensation for professional services, employee labor, and study costs directly related to applications for establishing or changing rates
