SB 151 Summary

• Amends Ohio child custody laws to protect parental rights when a parent is called to active military service in the uniformed services

• Establishes that past, present, or possible future active military service cannot constitute a change in circumstances justifying modification of a prior custody decree

• Allows courts to issue temporary custody orders during a parent's active military service and requires automatic resumption of the prior order within 10 days after service ends, unless the other parent demonstrates non-resumption is in the child's best interest

• Permits military parents to request temporary delegation of parenting time to relatives or other appropriate persons and allows them to participate in custody proceedings by electronic means (phone, video, internet)

• Requires military parents to notify the other parent and court of their service dates and provide written notice within 30 days after service ends
