Extends the maximum period for permanency incentive payments to kinship caregivers from 36 months to 60 months under the kinship permanency incentive program.

Allows additional permanency incentive payments to be made at six-month intervals over the extended 60-month period for minor children in legal and physical custody of kinship caregivers.

Maintains existing eligibility requirements including court-ordered legal custody or guardianship (effective July 1, 2005 or later), kinship caregiver status, child residence approval, and family gross income not exceeding 300% of federal poverty guidelines.

Preserves the program's initial one-time incentive payment to defray costs of initial child placement in the kinship caregiver's home.

Directs the director of job and family services to adopt rules establishing the application process, placement approval process, eligibility determinations, payment amounts, and payment methods for the program.
