Requires state board of education to incorporate study of the Declaration of Independence, Northwest Ordinance, U.S. Constitution with emphasis on Bill of Rights, and Ohio Constitution into social studies standards for grades 4-12 by July 1, 2012, with emphasis on original context.

Mandates state board to provide list of grade-appropriate supplemental readings placing the prescribed documents in their historical context for teachers to use as classroom resources.

Splits high school social studies requirement from three units into one unit of history and government (one-half unit American history, one-half unit American government) plus two additional units of social studies.

Requires study of American history and government to include the Federalist Papers and Anti-Federalist Papers to establish historical background for the Constitution and Bill of Rights.

Directs school districts to adopt interim end-of-course examinations in American history and American government by July 1, 2013, with state superintendent and chancellor selecting final end-of-course exams by July 1, 2014.
