Amends section 3313.65 of the Revised Code to change the reference from "The Ohio soldiers' and sailors' home" to "Operated by the Ohio veterans' home agency" regarding residential facilities.

Amends section 5901.02 of the Revised Code to remove the exception language that referenced section 5901.021, establishing that each county veterans service commission shall be composed of five residents appointed to five-year terms.

Repeals section 5901.021 of the Revised Code, which previously authorized additional Veterans' Commission members in counties with a population exceeding 500,000.

Provides a transition provision stating that additional commission memberships under the repealed section are abolished as the terms of current members expire, until the commission consists only of the five-member structure prescribed in section 5901.02.
