Amends sections 127.16, 149.54, 317.08, 1506.30, and 3714.03 and enacts sections 149.307 and 4503.95 to implement recommendations regarding state history preservation and archaeological oversight.

Creates the "Ohio history" license plate program allowing vehicle owners to register for special plates with a $20 contribution per registration and renewal, with collected funds deposited into the "Ohio history" license plate fund administered by the Ohio Historical Society for grants to historical organizations.

Repeals sections 149.51 and 149.55 regarding state registries of archaeological and historic landmarks, removing references to landmark registration systems in county recorder requirements and construction/demolition debris facility siting criteria.

Establishes the Ohio Cemetery Law Task Force with 11 members representing local government, townships, Native Americans, cemeteries, archaeologists, genealogists, and state departments to develop recommendations on cemetery law modifications, with a report due within one year.

Modifies archaeological survey and salvage work requirements to remove restrictions tied to state-registered archaeological landmarks while maintaining permitting authority under the Ohio Historical Society.
