• Amends section 2901.13 of the Revised Code to eliminate the statute of limitations for prosecution of rape (section 2907.02) and sexual battery (section 2907.03) offenses.

• Adds rape and sexual battery to the list of crimes with no time limit for prosecution, placing them alongside existing crimes without limitations such as murder and manslaughter.

• Applies to rape and sexual battery offenses committed on or after the effective date of the bill, and also applies to offenses committed before the effective date if prosecution was not already barred under previous law.

• Removes rape and sexual battery from the 20-year statute of limitations category and places them in the no-limitation category under section 2901.13(A)(2).
