Enacts section 3702.01 of the Revised Code to establish Ohio's participation in the Health Care Compact, an interstate agreement allowing member states to regulate health care independent of federal mandates.

Establishes Ohio's preliminary member state base funding level at $35,043,000,000 based on federal fiscal year 2010 health care spending, adjusted annually for population changes and inflation.

Grants member states authority to suspend federal health care laws, rules, regulations, and orders that conflict with state-adopted policies; states remain responsible for funding obligations of federal requirements they choose to keep in effect.

Creates an Interstate Advisory Health Care Commission with representatives appointed by each member state (maximum two per state) to study health care regulation issues and provide nonbinding recommendations.

Compact becomes effective upon adoption by at least two member states and Congressional consent; member states may withdraw with six months' notice, and the compact dissolves if only one state remains.
