Permits judges to order the Registrar of Motor Vehicles to waive license suspensions for juveniles convicted of second or third traffic violations if the person completes an advanced juvenile driver improvement program and demonstrates hardship in employment, education, or treatment.

Requires juveniles seeking waiver of suspension to submit a petition to the court before sentencing, provide proof of completing an approved advanced driver improvement program, and demonstrate the suspension would seriously affect their ability to continue employment, education, vocational training, or treatment.

Transfers authority to establish standards for juvenile driver improvement programs from the Registrar of Motor Vehicles to the Director of Public Safety.

Requires the Director of Public Safety to establish standards for advanced juvenile driver improvement programs, including a minimum of two hours classroom instruction and four hours of emergency driving skills training in a closed-course facility.

Maintains existing suspension requirements and limited driving privileges provisions for juvenile traffic violators who do not qualify for or obtain a waiver under the new process.
