Establishes the "Yellow Dot" motor vehicle medical information program administered by the Department of Public Safety to assist vehicle owners, lessees, passengers, and emergency responders during accidents or medical emergencies.

Participants receive a yellow dot window decal and folder containing participant name, photo, emergency contacts, medical conditions, surgeries, allergies, medications, and physician information to be stored in the vehicle's glove compartment.

Yellow dot decal is affixed to the operator's side of the vehicle's rear window lower corner to alert emergency medical responders to search the glove compartment for the medical information folder.

Program participation is free with no fees charged; the Department of Public Safety may accept donations and grants to cover program administration expenses and shall publicize the program.

Passengers may participate in the program but shall not receive a decal if the vehicle owner or lessee also participates in the program; the Department shall adopt rules necessary to implement and administer the program.
