Requires joint boards to make provisions for public attendance at any location involved in such proceedings, with commissioner participation occurring at their main office or board room in an open meeting.

Mandates that designated staff send copies of meeting-related documents to joint board members via electronic mail, facsimile, or postal service before convening a teleconference or video conference meeting.

Requires meeting minutes to specify which commissioners attended by teleconference, video conference, or were physically present.

Clarifies that nothing in Ohio Revised Code section 121.22 prohibits joint boards of county commissioners from conducting proceedings in the manner authorized by this section.
