Amends Ohio's Uniform Commercial Code (Chapter 1309) to modernize definitions, requirements, and procedures for secured transactions, including electronic chattel paper, financing statements, and debtor name requirements.

Designates the Joint Legislative Ethics Committee as the appropriate ethics commission for public members appointed to the Ohio Constitutional Modernization Commission, as specified in section 103.63.

Updates debtor naming requirements in financing statements to allow use of driver's license or identification card names for individuals and clarifies requirements for trusts, registered organizations, and decedent's estates.

Modifies rules governing the effectiveness and continuation of financing statements, including provisions for debtor location changes, new debtors, and collateral transfers across jurisdictions.

Provides transitional provisions for financing statements filed before the effective date (July 1, 2013), establishing a one-year grace period for perfection requirements and allowing continuation of pre-existing valid filings.
