Director of commerce must select an electronic employment verification system for contractors to use on all public improvement and service contracts with state agencies within 90 days of the bill's effective date.

All state agencies must include two non-negotiable contract provisions: (1) requiring contractors to use the selected verification system for all employees hired during the contract term and assigned to work in Ohio, and (2) allowing the state agency to cancel the contract if the contractor fails to use the system.

State agencies cannot award public improvement or service contracts unless they contain the required employment verification provisions; contracts entered into in violation of this requirement are void.

Office of internal auditing shall conduct periodic audits of state agencies to ensure compliance, with violations subject to fines of $1,000 per violation.

Fines collected from non-compliant state agencies are deposited into a newly created employment compliance fund to cover audit expenses, with the bill's provisions applying to contracts entered into or renewed beginning 150 days after the effective date.
