Eliminates March primary elections in presidential election years by moving all primary elections to the first Tuesday after the first Monday in May.

Removes language from Ohio Revised Code sections 3501.01 and 3513.12 that previously required presidential primary elections to be held in March and allowed other primary elections to be held in March during presidential election years.

Updates sections 511.27 and 1545.21 to reference the new May primary election date instead of alternative March dates for special elections and park district tax levies.

Standardizes the primary election date across all election types, eliminating the previous distinction between presidential and non-presidential primary election years.

Declares the act an emergency measure to provide time for the General Assembly to adopt and implement new congressional district boundaries prior to the 2012 presidential primary election.
