Eliminates the exemption that previously allowed community schools serving dropout prevention and recovery programs to avoid closure for poor academic performance.

Removes section 3314.36 of the Revised Code, which granted waivers to schools where a majority of students were enrolled in dropout recovery programs.

Modifies section 3314.016 to exclude dropout recovery schools from the separate performance standards calculation when ranking community school sponsors, effective January 1, 2013 if the general assembly does not enact different standards.

Amends section 3314.35 to apply closure requirements uniformly to all underperforming community schools, regardless of whether they operate dropout prevention and recovery programs.

Requires community schools meeting criteria for academic emergency and low academic growth to permanently close at the end of the school year, with exceptions only for schools serving primarily students with disabilities.
