Amends section 3301.0711 of the Revised Code to make elementary-level achievement assessments public records beginning July 1 following the school year they were administered.

Elementary assessments prescribed by division (A)(1) of section 3301.0710 become public records under Ohio's public records law (section 149.43), with field test and anchor questions redacted.

For subsequent administrations of elementary assessments, at least 40 percent of scored questions must be public records; the department determines which questions are withheld for reuse and must inform school districts of corresponding academic standards.

High school assessments under division (B)(1) of section 3301.0710 remain exempted from public records requirements and shall not be released as public records.

Maintains existing provisions regarding student participation, accommodations, intervention services, and confidentiality protections while making elementary assessment content accessible to the public.
