Creates the Office of Regional Services and Accountability within the Department of Education to oversee the educational regional service system.

Office must conduct a thorough review of the regional service system's structure and performance, establish a clear mission, and set operational and performance standards.

Office shall identify core services including high-quality educational opportunities, special education, professional development, and assistance with materials, technology, and transportation.

Office must define roles and responsibilities of regional service providers, monitor their performance, and establish a continuous review process to align the system with state education priorities.

Office shall collaborate with the Ohio Board of Regents and other state agencies to coordinate outreach efforts, encourage cost savings through resource management and service collaboration, and make legislative recommendations for system improvement.
