Establishes a waiver for the commercial driver's license skills test for applicants who are current or recently separated (within 90 days) members of the U.S. Armed Forces or Ohio National Guard with military commercial motor vehicle experience.

Military applicants must meet driving record requirements including no more than one license in the past two years, no license suspensions/revocations, no disqualifying convictions, and no more than one serious traffic violation conviction.

Applicants must certify they were employed in a military position requiring commercial motor vehicle operation and regularly operated a representative commercial vehicle for at least two years during or immediately preceding military service.

Applicants must have been exempt from commercial driver's license requirements under existing military exemptions and provide evidence of their military employment and driving experience.

Amends Ohio Revised Code section 4506.09 to add the new military waiver provisions while maintaining existing waiver eligibility for non-military applicants with comparable driving experience.
