State officers, employees, and agents may accept voluntary contributions in the form of gifts, donations, grants, bequests, or other funds for transportation purposes or state government financing, with authority to reject gifts not in the state's best interest.

Creates the Taxpayer Voluntary Contribution Fund in the state treasury to receive and hold voluntary contributions designated for transportation purposes or general state financing.

Contributions deposited to the fund shall be used for transportation purposes and other general purposes of the state.

Treasurer of State must make fund information publicly available on the state treasurer's official website, including a description of the fund, its purpose, and a contribution form.

Tax Commissioner must make fund information publicly available on the Department of Taxation's official website, including a description of the fund, its purpose, and a copy of the contribution form.
