Amends section 102.02 of the Revised Code to require persons elected, appointed to, or candidates for township offices in townships with a population of 5,000 or more (based on the most recent federal decennial census) to file ethics disclosure statements.

Township officials in townships with populations of less than 5,000 and all township employees remain exempt from the ethics filing requirements.

Establishes a $35 filing fee for candidates and elected officials running for township office in larger townships, consistent with the fee for city office candidates.

Applies the new filing requirements first to 2011 statements for persons serving or running for township offices in 2012, with statements due no later than 90 days after the effective date of the section.

Requires disclosure of income sources, investments, real property interests, debts, gifts over $75 (or $25 from legislative agents), and travel/meal expenses, consistent with existing ethics law requirements for other elected officials.
