Amends section 4928.65 of the Revised Code to clarify that renewable energy resources do not need to be converted to electricity to qualify for renewable energy credits.

Requires the Public Utilities Commission to establish rules specifying that energy quantities from renewable resources equal one megawatt hour of electricity, with one megawatt hour equaling 3,412,142 British thermal units.

Allows electric distribution utilities and electric services companies to use renewable energy credits within five calendar years of purchase or acquisition for compliance with renewable and solar energy resource requirements.

Maintains eligibility for hydroelectric generating facilities and customer-sited renewable energy projects to obtain renewable energy credits under the selected registry system.
