Establishes a statewide volunteer registration system jointly administered by the Director of Health and Executive Director of the Emergency Management Agency to recruit, train, and deploy volunteers for declared emergencies, with registered volunteers receiving tort immunity for acts not constituting willful or wanton misconduct.

Expands the Intrastate Mutual Aid Compact to cover incidents, disasters, exercises, training activities, and planned events (beyond just formally declared emergencies) and permits political subdivisions to request mutual assistance or aid through either emergency declarations or direct requests with written confirmation within 72 hours.

Modifies ambulance driver requirements to allow certified medical first responders, EMTs, advanced EMTs, paramedics, firefighters, law enforcement officers, or individuals who complete approved emergency vehicle operations courses to operate ambulances during emergency runs.

Permits the State Board of Emergency Medical Services to transmit non-risk-adjusted emergency medical services provider data directly to the national emergency medical services information system pursuant to a federal contract ensuring the data is used only for that system and not publicly disclosed.

Makes state institutions of higher education automatic participants in the Intrastate Mutual Aid Compact while allowing them to opt out through institutional resolution, with community colleges and technical colleges receiving different tort liability protections than other institutions.
