Requires owners, officers, partners, or directors of business entities applying for used motor vehicle dealer licenses to complete a training course within six months before application, effective 90 days after the amendment.

Exempts applicants if any owner, officer, partner, or director held an active used or new motor vehicle dealer license within the two years before application, or if the applicant holds a salvage motor vehicle auction license or motor vehicle auction owner license.

Mandates the Motor Vehicle Dealers Board adopt rules establishing training course requirements, including 6-24 hours of instruction covering federal and state law and consumer protection laws.

Restricts course providers to institutions of higher education or professional/trade associations in existence for more than five years with a majority of members who are state-licensed motor vehicle dealers.

Requires course providers to issue certificates of completion and notify the board of course location, content, length, and cost; does not apply to new motor vehicle dealer licensing.
