Repeals section 4511.15 and amends multiple sections of the Ohio Revised Code to update traffic control device standards and definitions in alignment with the federal Manual of Uniform Traffic Control Devices.

Modifies definitions of traffic control terms including "traffic control device," "traffic control signal," "intersection," and "crosswalk" to expand applicability to bikeways, private roads open to public travel, and shared-use paths.

Updates traffic signal indication rules to include new provisions for flashing yellow and flashing red signal indications, removes prohibition on flashing green signals, and clarifies pedestrian signal meanings including steady and flashing hand signals.

Changes requirements for handicapped parking signs from specifying a specific height to requiring the distance from ground to bottom edge measure not less than five feet, and adds provisions for tourist-oriented directional signs and trailblazer markers.

Removes references to "American Association of State Highway Officials" and replaces with "federal highway administration," and removes "and specifications" language to reference only the state manual for uniform traffic control devices.
