Establishes a recycling program for covered electronic devices (computers and video display devices) requiring manufacturers to register with the director of environmental protection and implement take-back programs beginning April 1, 2013.

Manufacturers must accept covered electronic devices from consumers at no charge, provide convenient collection methods (mail, physical sites, collection events, or retailers), and arrange for recycling by responsible recyclers.

Manufacturers selling covered computers or video display devices in Ohio must pay an annual registration fee of up to $5,000 (waived if the electronic waste recycling fund exceeds $600,000) to fund program administration.

Creates the Electronic Waste Advisory Council with representatives from manufacturers, recyclers, retailers, solid waste management, conservation organizations, and legislature members to evaluate take-back programs and recommend improvements by April 1, 2015.

Council is terminated and section 3734.929 is repealed on July 1, 2015; manufacturers must use certified recyclers meeting responsible recycling standards and cannot use recyclers employing prisoners.
