Prohibits clinical laboratory services providers from offering any remuneration (cash, kickbacks, bribes, or rebates) to physicians or group practices to induce patient referrals or fee-splitting arrangements.

Prohibits clinical laboratory services providers from placing employees or agents in physician offices to perform clinical laboratory services, with an exception for laboratory management services contracts with hospitals that specify fair market value compensation.

Establishes civil penalties of $1,000 to $10,000 per day for violations, to be enforced by the Director of Health.

Amends Section 3702.31 to include Section 3701.94 in the quality monitoring and inspection fund's scope and allows penalty collections under Section 3701.941 to be deposited into the fund.

Defines key terms including "clinical laboratory services," "clinical laboratory services provider," "physician," "hospital," and "group practice" for purposes of this regulation.
