Defines "telemedicine service" as medical services delivered by a physician through any form of communication (oral, written, or electronic) and includes holders of telemedicine certificates under section 4731.296 of the Revised Code.

Prohibits multiple employer welfare arrangements, health insuring corporations, and sickness and accident insurance policies from excluding coverage for telemedicine services solely because they are not provided face-to-face; allows deductibles, copayments, and coinsurance that do not exceed amounts required for comparable face-to-face services.

Requires the director of job and family services to ensure Medicaid does not exclude coverage for telemedicine services based on lack of face-to-face consultation and does not require telemedicine when face-to-face consultation can reasonably be provided.

Directs the director to establish a monitoring system for telemedicine services provided to Medicaid recipients to ensure quality care and prevent fraud and abuse.

Allows the director to require a face-to-face consultation following an initial telemedicine service only if the physician had never previously seen the Medicaid recipient as a patient.
