Adds a new section (D) to Ohio Revised Code 3735.27 establishing appointment procedures for metropolitan housing authorities in counties with populations between 700,000 and 900,000, requiring seven members appointed by probate court, court of common pleas, board of county commissioners, mayor (with city council approval), township association, and municipal league.

Requires at least one member appointed by the mayor of the most populous city to be a resident of a dwelling unit owned or managed by the authority, with residents never constituting a majority of authority members.

Establishes that the member nominated by the municipal league must not be a resident of the district's most populous city and must represent a "substantially impacted" city as defined by having subsidized housing in the top one-third of cities within the county.

Sets staggered initial terms (ranging from one to five years) for the seven members, with all subsequent appointments for five-year terms.

Defines "substantially impacted" as a city where the percentage of subsidized housing units places it in the top one-third of cities within the county.
