Changes special election dates by removing the ability to hold them on the first Tuesday after the first Monday in February and August, leaving only May and November as permitted special election dates.

Modifies section 323.17 to reference May instead of August for tax levy elections related to tax duplicate delivery deadlines.

Amends section 3501.01 to restrict special elections to only the first Tuesday after the first Monday in May or November, eliminating February and August options.

Removes provisions in sections 5705.194, 5739.021, and 5739.026 that previously allowed school district and county tax levy elections to be held in February or August.

Applies to all special election contexts including school levies, county sales taxes, and ballot issues that previously could be scheduled during the eliminated months.
