Authorizes the state medical board to issue a visiting clinical professional development certificate without examination to qualified international medical graduates to practice medicine as part of a clinical professional development program.

Requires applicants to demonstrate financial resources, valid health and evacuation insurance, professional liability insurance, English proficiency, and provide detailed scope descriptions of their intended medical activities.

Mandates applicants hold a current unrestricted medical license from another country, have at least five years of post-residency practice experience, and have credentials verified by the Educational Commission for Foreign Medical Graduates or Federation Credentials Verification Service.

Restricts certificate holders to practicing only within their approved program under direct supervision, prohibiting them from writing orders, prescribing medication, billing for services, or occupying residency positions.

Establishes a $375 application fee and limits certificate validity to the shorter of one year or the program duration, with the certificate becoming invalid if the holder leaves the program.
