Mandates physicians maintain all supporting documents in patient medical records for at least seven years and restrict prescription issuance to physicians only (excluding other healthcare providers).

Establishes ongoing treatment requirements including cardiac stress tests every ninety days and three counseling sessions within six months covering pharmaceutical and non-pharmaceutical treatment options, including celibacy as a lifestyle choice.

Adds failure to comply with erectile dysfunction prescription requirements as grounds for medical board disciplinary action under section 4731.22(B)(45).
