Substitute Senate Bill 310 Summary

• Prohibits possession of dangerous wild animals (including big cats, bears, primates, reptiles) effective January 1, 2014, with limited exemptions for accredited zoos, research facilities, circuses, wildlife sanctuaries, and rescue facilities

• Requires registration of dangerous wild animals possessed before January 1, 2014, with microchip implantation and mandatory permit applications (wildlife shelter, wildlife propagation, or rescue facility permits) by that date

• Establishes restrictions on possession of venomous snakes and large constricting snakes (restricted snakes) through permit system with financial responsibility requirements ranging from $100,000 to $500,000 depending on number of animals

• Creates dangerous wild animal emergency response system including state commission and county emergency response teams to develop and implement escape response plans

• Authorizes director of agriculture to suspend/revoke permits, investigate violations, quarantine or transfer animals, and assess civil penalties; establishes dangerous and restricted animal fund from permit fees and penalties to cover administration and enforcement costs
