• Adopts the Transfer of Adult Guardianship and Protective Proceedings Jurisdiction Act by enacting Chapter 2112 of the Revised Code to establish uniform multi-state procedures for adult guardianship and protective proceedings.

• Establishes jurisdiction standards for Ohio probate courts based on the respondent's home state, significant connections to Ohio, or emergency circumstances, and allows courts to decline jurisdiction if another state is more appropriate.

• Creates procedures for transferring guardianships between states through provisional and final orders, and allows registration of out-of-state guardianship orders in Ohio without requiring a new guardianship proceeding.

• Defines key terms including "adult," "respondent," "home state," "significant-connection state," "guardian," "ward," "protective order," and "emergency" for application of the new jurisdiction rules.

• Amends section 2111.02 to require adults seeking guardianship to be qualified respondents with opportunity for legal counsel, and repeals section 2111.41.
