Establishes new section 3333.072 requiring the Ohio Board of Regents chancellor to adopt rules governing allocation of state capital appropriations to state colleges and universities, incorporating recommendations from a 1994 higher education debt service commission report.

Creates section 3345.38 limiting overload fees charged by state universities and colleges to a rate not exceeding the institution's tuition divided by its credit plateau, and prohibits institutions from increasing other fees to offset this limitation.

Adds $31.5 million in supplemental capital funding (item C23549) to the Board of Regents appropriation to provide deferred maintenance funding to state-assisted universities based on decreased overload fee revenue.

Increases total Board of Regents appropriation from $31 million to $62.5 million and raises the Higher Education Improvement Fund total from $369.76 million to $401.26 million.

Increases Ohio Public Facilities Commission authorization to issue bonds from $415 million to $447 million for capital facilities at state-supported and state-assisted institutions of higher education.
