SB 366 Summary

• Establishes minimum hours for in-person absent voter's ballot availability beginning on the thirty-fifth day before an election through 7 p.m. the day before the election: 8 a.m. to 7 p.m. Monday-Friday, 8 a.m. to 5 p.m. Saturday, and 1 p.m. to 5 p.m. Sunday, with extended hours until 9 p.m. on the last voter registration day.

• Requires election boards to keep in-person absent voting locations open until all waiting voters have cast ballots, even if this extends beyond scheduled closing times.

• Allows election boards to increase in-person absent voting hours beyond the minimum requirements.

• Changes the deadline for in-person ballot applications from "six p.m. on the last Friday before election" to "the close of the time for in-person absent voting" on the day before the election.

• Declares the bill an emergency measure effective immediately to ensure absent voter's ballots are available for in-person voting beginning October 2, 2012, for the November 6, 2012 general election.
