County recorders may issue veterans identification cards to individuals who have presented an armed forces discharge record for recording, provided two forms of current valid identification (at least one with a photograph), and paid a one dollar fee.

Valid forms of identification include birth certificates, U.S. Department of Veterans Affairs cards, military identification cards, social security cards, concealed carry permits, state motor vehicle operator's licenses with photographs, state identification cards with photographs, and valid passports.

Veterans identification cards expire four years after issuance and must include a distinguishing number, color photograph, cardholder's name and address, branch of service, dates of service and discharge, issuing county name, and issuance and expiration dates.

The one dollar fee collected shall be deposited into the county treasury as general fund money to supplement the county recorder's equipment needs, or into the county general fund if no such fund exists.

County recorders must maintain confidentiality of photographs and personal information obtained for identification purposes, with release permitted only to government agencies for criminal justice purposes, the Department of Veterans Services with written approval, or county veterans service commissions with written approval.
